Slight modification/different interpretation.
You see, foreign people are quite welcome in my country, according to me, anyway, as long as they've entered my country through a Port-of-Entry.
If they've snuck across the border without stopping at a port of entry to be counted, registered, etc, then they have entered my country illegally.
This makes their alien status in my country illegal.
It doesn't make the person themselves "illegal", it makes their presence in my country illegal.
Like I said, enter through a port-of-entry (there is one, on average, every 47 miles along the US/Mexico border) and I've got no problem. Get your Visa, Green Card, whatever, and welcome to America.
Don't come in through a port of entry, you're doing the equivalent of an individual breaking into my house, trespassing on my property, etc.
Like I said, again, Come in through legal channels, welcome. Sneak across the border and don't declare your presence in my country - that's an illegal act. A crime has been committed by you. Making your presence illegal.
