Outside of (southeast) England, by 1965 "mod" meant anyone not dressed and groomed in a traditional (i.e. 1950s) style. Pics of these "mods" in Sweden in 1965 were taken because the subjects' hair was considered long or their clothes or makeup were slightly different.
