No, by proxy a president must coerce the population to pay his salary through taxation. So through this said coercion how can you associate this coercion with the word "good" simultaneously? It's literally a contradiction.
Where there can only be coercion there can be no good. Where there can be only voluntary interaction there can be no evil.
