have you tried /ssh:host:/path instead of scp? I know that scp is generally deprecated! The actual OpenSSH release notes say: "The scp protocol is outdated, inflexible and not readily fixed." I don't know if that would explain the performance issues, but it seems like something you might want to avoid in any case.
