There’s NEVER “reason to panic”. Panic is inherently counterproductive, and to be avoided in all situations, whether a real threat or not. Panic isn’t the behaviour people are trying to get people to cease when they say those words.

When people say that a new phenomenon is “no reason to panic”, what they really mean is that there’s no reason to learn more about the phenomenon, no reason to change anything you’re doing, and no reason to stop trusting the people in charge.
