To my knowledge Bluesky is not completely decentralized.

* They are using their very own protocol instead of a W3C stand like other do.
Everything is designed so that the server controlled by Bluesky will always be the dominant. And therefore buying this server will be equivalent of buying everything.
Being open sourced or not doesn't make a big difference here.
