Note, once again, that for many of those with legal grounds for asylum those grounds are such that they result in being forced to use "smuggling" in order to reach a location where they can apply for asylum with due process, as e.g. a persecuting or otherwise oppressive State will usually refuse exit-visa or even basic travel documents to the persecuted, dissidents, etc as part of the oppression enforcement, or if people flee a war situation there may not even be anyone capable of issuing travel documents because of the war, leaving no option to reaching asylum other than what is labeled as "smuggling".
