I think it would be fair to say that "like" or "like and repost" is more likely to be positive engagement, while "comment with no like" is more likely to be negative engagement.
The negative engagement (massive holywars) is lead people to spend more time on the website, so if your goal is maximize "whatever kind of engagement" it's easier to promote the negative one.
