I read that emergency legislation and it doesn’t sound too unreasonable? It’s not straight-up outlawing them, it’s just holding up a higher standard. NHS England has done something similar, where the affirmative care has been stripped in favour of therapies that actually work, and so has Sweden and Finland iirc.
