Heh #OpenBSD wasn't getting any new updates or snapshots because uh, the local mirror I was using wasn't getting them either.
Switched to the official mirror - download speeds for updates of a small operating system like OpenBSD don't really matter to me - and now I have all the updates and the latest snapshot.
So, user error. As it always seems to be whenever I find something off in OpenBSD.
