I think about this a lot in relation to fairy tales--how the _magic_ is normalized and unexplained and completely unpredictable. And I like thinking it's a reflection of a system that is unknown to the reader and perhaps to the characters. And that's so often the way things work in the real world too. And maybe you don't need to to go into what law was passed what year to write about those forces underlying it all.
