A relay is just a server that stores notes. What makes NOSTR decentralized is that anyone can start a public or private relay for backing up notes so if a big relay gets shut down your notes can still be saved and you can continue to use NOSTR and connect with people on new relays. The more relays you add the more you can expand your network although it seems if you have too many relays added it can slow down a client app.
