People want simple, easy to understand solutions, and pointing at a demographic, and saying "IT'S THEIR FAULT! LET'S GET EM!" not only provides that quick, easy to understand solution, but it appeals to peoples' emotion and self-righteousness.

Authoritarians figured this out millennia ago, and have been capitalizing on it ever since.
