They pop into existence as required BUT can develop back story subsequently. (Laundry Files: Mhari Murphy was a minor walk-on in book 1—Bob's bad breakup GF—but by book 9 she'd levelled up to being the narrative viewpoint for an entire novel. Ditto, more recently, Derek the DM—minor role in book 7, but book 13 turned into his origin story.)
