Just looked it up. Refers to a vulnerability.
Back in the days of operator connected calls these took place over trunk/long distance lines. Once connected via trunk line you played a 2600 Hz tone which tricked the phone system into believing the line was idle and stopping the pay meter.
The phone system interacted with itself using tones played via varying frequencies, 2600 being the idle line frequency. Folk exploited this with various frequencies to reroute calls and do all sorts of stuff.
