Whether Pubky is technically better at some things than nostr out of the gate isn’t really as important as whether it can gain user market share and developer attention and enthusiasm. I’m not a dev so I don’t know about the possibility of interoperability of the two networks, but I do know that nostr has a lot of good devs and even more importantly a strong base of users that continues to grow.
