best practice is probably to have a script that regenerates that file if needed.
to separate local vs. remote backup: for me local automatic zfs snapshots on a mirror or raidz2
remote backup with borgbackup that can exlude all directories that contain a .nobackup file.
So I just drop a .nobackup file in all directories I don't want a remote backup.
If I move around the directory, borgbackup will find the .nobackup in the new place and will happily ignore that huge directory.
