So youtube recommended me a video about Datamoshing:

By removing Keyframes from a video you get indeed Datamoshing (or mix in a different video without displaying the Keyframes) but its something whole different to create an artificial Datamosh in a Game Engine...
The effect you get from video files and the effect he tries to replicate within a Game Engine are completely different... One isnt able to recreate such an effect due to Engines are not built like that... To get a similar effect in a Game Engine one has to calculate an artificial Motion Compensation and then specifically skip frames but that would break any interaction within Games...
He explains it okish but the claim that his work does replicate the same effect as Datamoshing like within videos is wrong
