That's an extremely specific legal question that might be quite difficult to answer unless you're a lawyer. I'd be surprised if that were the case and I do know a bit about the EU being British ( It's why I voted against it ). He may be more talking about political pressure against a country but can't be 100% sure.
If it's any consolation, them threatening Germany didn't help anything, the government is still in open collapse because of the weak coalition lol.
