Sheinbaum insinuated as much when she insisted that the guns the cartels use, that includes army grade stuff like barret rifles or drones, comes from the US, but she failed to say that the money that pays the cartels ALSO comes from the US.
So, from my viewpoint, Trump used strong arm tactics to dictate Mexico's security and border security policies and Sheinbaum had no choice but comply, even if she had some room to negotiate how and on what terms.
