Lisa Nandy seems to have picked up the idea that much of the art stored by museums (and not being shown) could be better deployed by expanding programmes to lend holdings to regional institutions....
The good thing, is it would enhance the ability to see works not often (if ever) on show;
the (possibly) more difficult issue is whether regional institutions would feel they were being fobbed off with inferior works, while the masterpieces remained in major museums?
