They could have put them into plugin files that get loaded into memory (Director did this) but then to share a stack you’d have to send a bunch of files instead of just one stack, and you could get the equivalent of DLL hell, etc. just using resources makes it very simple to work with. You’re gonna need ResEdit to put custom icons and sounds in there anyway…
