If we spend more on repairing potholes than we would have done with timely road maintenance or more on the costs of renovation of flooded homes than we would have done on flood defenses (or, even cheaper, avoiding new build on flood plains) or more on fuel bills than investing in insulation then all this additional activity and spend counts as an increase in GDP.
