Clients should keep a durable queue of sent messages and retry for a protracted (at least multi-minute) period.
Also clients need to be more relay-centric and indicate relay durability of messages through elegant UI.
Relay uptime calculations can and should forgive multi-minute outages.
Users can then hold relays accountable.
