Phillip Inman (Observer) offers a concise diagnosis of the UK's infrastructure problem:
'The danger is always that ministers find upgrading & maintaining the existing stock of infrastructure an unrewarding task'!
Indeed, as he suggests across the public sector maintenance & in-system upgrading would actually be a lot better use of available money... but, such investments lack the appeal of 'new'' projects.
Until we realise this we're doomed to fail.
