Other router is on the same layer2 nework. Host asks who has its address, find its MAC address, and sends directly to it. Not through first router.
So I guess the gateway address has to be on the same LINK. Because it translates the IP to MAC and then sends all its IP packets to that one. The gateway cannot be behind another router because yes the IP packets only have one destination address.
So if network is 10.0.0.0/24 I can use gateway on 10.10 or 10.100 but I can NOT use gateway on 10.1.0.1.
