The city I am thinking of may have a little intentional obstinacy about responding to minor crime like stolen goods, after the protests of the last few years. I know cell phone and laptop theft is ignored, and it is easy to prove ownership of those items. Austin doesn't even respond to burglaries unless someone stays in your house menacing you; they just tell you to report it to homeowner's insurance and file a report online, if the intruder is gone. Same with the business where I worked. Send photos, file a report.
I do not think it was always like that, from what I heard? I'm out of there now.
