Thanks to the most recent episode of The Great Pottery Throw Down, I now know this piece of ceramics is called a shaving scuttle.

They are harder to find than shaving mugs (I found mine in an antique store) which is surprising because their design is superior. You fill the bottom section with hot water to soak the brush, and the top bowl holds your shaving soap for lathering. There are a few holes in the top bowl to let water drain.
