The establishment of the China People's Commissariat for Internal Affairs aimed to strengthen the central unified leadership. Stalin and Mao's revival through their legacies is not a damn reform. There have only been two reform movements in China that have had progressive significance: one was during the end of the Qing Dynasty and the beginning of the Republic of China, and the other was after the Cultural Revolution, which liberated people's thinking and inspired social vitality. All other reforms have only further strengthened centralization of power and restrained social development.
