I don't doubt that stalker spawned a bunch of desert festivals but Burning Man started on a beach near San Francisco with a much smaller effigy. That crew probably showed up for the Stalker festival and decided to build a giant wicker man in the desert, then deciding to repeat the concept annually there instead of on the beach because they can make it bigger.
