the issue in a modern context is that a county sets its rules and constitution and they are supposed to be respected.
before 2014 donbass had zero issues. the issues started when a small group illigally seized power there and turned the regions into break away states.
if they wanted to have a referendum , it has to include the whole country.
a city can't just hold its own referendum and say, see, we voted.
