My suspicion is that Newsom is keeping Whitmer in reserve as a VP prospect for 2028, in the event that he requires a hole for a running mate in order to appease the hole-vote nationwide. And being that Whitmer has ambitions to be the first hole president, and thus needs to ride a Newsom presidency into realistic contention, she understandably has to distance herself from Biden despite being instrumental in stealing the 2020 election for him.
