In 1968, JCR Licklider and Robert Taylor at ARPA were overseeing the creation of a network that linked geographically distant computers. When they saw that the young computer engineers at research sites were using the network to discuss science fiction as well as to conduct research, they wisely did not tell the engineers to get back on task. Instead, they recognized that they had stumbled upon a new communication device:
