You can safely ignore fee and just make everything a split.
Fee is from when the tag was first created, and the idea was to have fees for things like services, and the fees get taken out first. It unnecessarily complicated the tag. SF has it in because SF is a tool that tries to support as much of the namespace as I can, so doesn't attempt to simplify things, but for your purposes, just ignore fees.
