American culture wants excellence in social skills. How are you in a meeting? Do you give the HR lady the ick? If we bring clients in, can they go to your desk and talk to you? Quality of work is an expectation rather than something to be cultivated, and the results speak for themselves.
Also, businesses themselves do nothing to encourage excellence. Why give 100% when the pay's the same no matter what, and the only way I can see a raise is if I leave or get promoted?
