I’m not sure I follow the reasoning here? Solar installations don’t use fuel - they generate energy from the sun. So the only time there are supply chain issues is during procurement, and possibly during repair.
To my knowledge there are no current supply chain issues there. So the answer is: you just buy the panels and install them. Once you have the capacity in-place, supply chains are no longer a concern.
