It's a kid's book but Rosemary Sutcliffe, The Eagle of the Ninth is brilliant.
More recently I've come across some who-dunnits, but historically accurate ones, by Fiona Forsyth - set in the time of the assassination of Caesar and the move from the Republic to the Empire via the civil war. All sorts of real characters pop up - Pliny, Catullus, etc.
