A starting point would be to find out what 9/10 year olds do online both officially, and covertly. (I've no idea!!)
Then decide what the legal issues are about those activities, who might want to stop them doing it (gov, mum/dad, teacher, nasty crooks, ISP crooks, corporate crooks) and how internet lawyers are actually the superheroes who make their online lives fun and interesting.
