The US government funded a tool to make it possible for the citizens of enemy nations able to communicate without being compromised by their own government. That tool, Signal, is so secure you would need to dedicate a supercomputer to each user to compromise it. It worked. Signal gave dissidents and revolutionaries around the world secure communications.
Then the US government realized that its own citizens could use it too....
