Tent cities don't exist in Mexico; drug addicts and crazy people live in hovels on the edge of town, and have to work to get drug money. While a hovel is a shitty life, it beats a tent and there is a smooth, continuous curve of options between the doorless hovel and the penthouse condo. America would be better served to legalize the sort of housing that naturally exists between trailer park and tent city.",
