I think it's arbitrary.
Other laws say 90 days and or 500.
But 90 days is a massive punishment in time at work lost alone, while $100 is less than a days pay for many people.
So it's a minor fine compared with major financial loss.
I'm an anti-jail/prison type for all but the worst and/or repeat offenders, but jail time isn't respected as the punishment that it is.
Even someone making a modest 15/hr is looking at around 8k in losses for 90 days, and that's assuming he doesn't get let go and can return to work. And let's not forget loans, mortages, credit cards, rent...
