Just do a dang discussion with your support staff every week and decide together what engineering should takle next (and is small enough to do in 1-2 weeks). Avoid writing a backlog. People will keep bringing up their favorite problem if you encourage them. They are your backlog. They'll feel heard and engaged and your devs are motivated to just throw down some feature in two days instead of a one-hour task rotting in a ticket list for years.
