I guess maybe the defining question is what line should be drawn for "technically competent". I mean, I feel I'm technically competent enough to install #Yunohost, follow their security hardening instructions in the wiki and keep everything updated... but I don't feel technically competent enough to secure data as sensitive as all of my passwords to everything.

So where would you suggest drawing the "technically competent" line?
