Every share holder is responsible for the mismanagement of the company they own so they should pay to fix it.
Freeze all of the failing company's assets
Freeze all share trading to prevent people jumping ship.
Get a quote from a competent company to fix it problems
Pass all of that bill to the shareholders and make them pay the bill.
Once things are repaired, nationalise the company with zero shares buy back. You failed to run in properly so you lost everything you put in.
The shareholders were all happy to take the cash out when you thought it was profitable, they are completely liable for fixing it now it's not.
