The "wall-eye" technique seems easier for people to describe. Personally I can do either, and sometimes the images are far enough apart that I can't use the wall-eye method.
So it's not clear, but I know a lot of people who can relax their eyes but not cross them (on demand).

I'm sure that if it were the other way around, other people would be asking the equivalent question.
