I mean you could whitelist anyone with a certain badge or badges
Want to whitelist them, just award them a badge. Badge come with immediate perk. Also gives incentive to earn a particular badge. Relay operator could also specify badges not made by them if they trust the badge creator to build their manual web of trust.
Just a cool idea.
