The amount of money lost to fraudulent claiming of means-tested benefits is far less than the amount not given to people who do not or cannot claim for the benefits they are due.
Both could be fixed by bringing in more Universal benefits or a full Universal Basic Income but Starmer is actively against that and would prefer to see innocent people lose their homes when the DWP inevitably screws up and falsely accuses them.
