You're conflating IP source addresses, for which there is no infrastructure currently for the government to obtain that data en masse, much less tie them to government IDs, with specific proposals and laws to require every user of social media and then other sites to tie their identities for all activities on the Net to their government IDs, as is required in China. It is a mass surveillance program.
