I once thought that elections should have two candidates for each office, from each party contesting the election.

One candidate would be the blathering, loud-mouth politician of today, the campaigner.

The other would be the knowledgable expert at governing, a technocrat.

Whichever blathering politician won - the corresponding technocrat would govern. NOT the politician.
