Another reason #Google claims for refusing to improve their account recovery system is that they are concerned about bad actors gaming the system in various ways. While it is indeed true that this is a genuine concern and a major problem at scale, it is NOT a legitimate excuse to mistreat honest and legit users who lose their account access through no fault of their own, often due to Google's (publicly opaque) account verification protocols. When I've (many times) pointed out the unfairness of this situation to various parties at Google, including at quite high levels, I'm basically met with a shrug in response.
